The knowledge network of a country or a region is made up of all the agents that generate knowledge, that transfer and make use of it, or develop knowledge-based activities.

At the heart of this network are all the agents that make up the R&D system: universities, public administrations, science and technology parks, research and technology centres and the business fabric. The structure is completed with a comprehensive set of institutions that observe, analyze, and report the actions of the knowledge system, thus contributing to its advance in our society.
